The Healthy Indiana Plan: A National Model for Medicaid Reform?

Arent Fox Health Care Partner David Greenberg and Associate Sean Clerget recently published an article in Bloomberg Law discussing health care reform, specifically focusing on the Medicaid program and how innovations currently in place in Indiana may serve as the model for Medicaid reform under the current administration. 
 
“With the stalemate on Capitol Hill, we expect the administration to continue to leverage its administrative authority to push for reform, with particular focus on reshaping the Medicaid program,” wrote Mr. Greenberg and Mr. Clerget. “Indiana's Medicaid program, which features health savings accounts and subscriber contribution requirements, offers an example of a conservative safety net health-care program the current administration has endorsed.”
 
Mr. Greenberg and Mr. Clerget go on to explain how the state chose to use a “State Innovation Waiver” to expand Medicaid: “If states meet specific requirements, HHS can waive certain Medicaid regulations and allow the states to operate state-specific Medicaid programs. Indiana’s program operates under one of those waivers.”
